Neomuna is the city that survived the Collapse by hiding. The Cloudstriders are what that survival produced — heroes shaped by a different relationship to the Darkness than the City's Guardians, people who were never given the Light but built something comparable out of will and technology. The Hive that worship fear are the Witness's vanguard, the force sent to prepare the final shape, and their theology is straightforward: if fear is powerful enough, resistance is irrational.

Defiance in Lightfall is not bravado. It is the specific calculation that the cost of compliance is higher than the cost of resistance, that a world remade in the Witness's image is worse than the world that resists and loses. The session is long enough to establish Neomuna as a place worth defending, which the game needs to do before it can earn the defiance the epigram describes.
