The Witch Queen's endgame — Savathûn's death, the truth of the Worm revealed, the Light's status in a universe where the Darkness has now been demonstrated to be capable of producing it. The flickering Light is the campaign's honest assessment of what the Guardian has been operating with: not the full power of pre-Red War capability, not the uncomplicated gift the City's theology promised, but something more like will expressed as Light, the personal commitment that the Light registers as power.
