Ling Xiaoyu is the series' deliberate mismatch — the aesthetic of a teenage girl, the fighting style of someone who has trained with Heihachi's resources, the surprise as a mechanical and narrative feature. The freight train in pigtails is Tekken's argument about appearance as information: it tells you nothing reliable about what the person can do. Xiaoyu has been in the Mishima conflict long enough to be dangerous. The cuteness is not a disguise. It is simply not the relevant information.
